I have reason to believe that wordpress blocks emails sent by CDO

Below is the info for an email sent to wordpress by CDO (I REDACTED my ISP and computer/IP information and replaced my actual secret address with MYSECRET).
I’m using code based on this http://www.rondebruin.nl/cdo.htm

why isnt this working from excel?

how long is the average delay for a wordpress blog posted by email, this is crazy!
